Presume there will be a third ballot for those that decline on the second ballot !!!
Might have been an idea to give season ticket holders the option to opt out ....

However it was done, there would have been people who say it should have been done some other way. And guess what? That other way wouldn't have been perfect either.
Your suggestion of opting out isn't perfect. It assumes that all those ST holders who don't want a ticket would take the positive action to opt out. If they didn't, you'd still get people allocated a ticket who didn't want one. And it's poor psychology to expect people to take a positive action for a negative outcome.
OK, you might say, maybe they should have opted in? You then have the problem of communicating the process for doing that to all ST holders. Inevitably, the communication would fail to reach some who would then feel aggrieved. And who knows what other grounds people might dream up for objecting?
