Where an admission fee is charged my opinion is that there is a duty of care on the charger to ensure that no one is subject to Harrasement, Alarm or Distress under the Public Order Act 1986 by words or behaviour or other representations to cause Alarm, Distress or Harrasement.

There seems to be a history of pyrotechnics being discharged at games so, security needs to be upped.

Lets be clear on 3 obvious statements that we have all known for a while:
1. The safety tannoy/override is inaudible. Less clear than the main tannoy.
2. Stewards have at best two priorities. Flow of people and potentially/sometimes ticket checking in relation to this. For years they have had little or no interest in any other topic.
3. The searches at the front of the ground are clearly someone ticking a box to show we are "making an effort". You could deploy the same resource, or less, and create a far more effective search protocol by forming a barrier across by the club front door/coach parking.
So for me, no real surprises in the FA report.

You wouldn’t go to the theatre and find obnoxious people in with you with the theatre company doing nothing about it!

I feel that it's something the Police should have been involved in as there was/is a potential danger to life. They would have the power to stop and search on entrance to the ground etc. Security guards do not have the same powers.....I wonder if the Police were contacted?
Stewards are NOT the answer!

The pre match safety/security announcement and volume of it is simply embarrassing

This is a problem Alix I agree. Whoever is the Stadium Licence Holder should look at this, particularly as on a match day inspection the Safety Advisory Group (SAG) would put a high importance on a clear emergency message system.

The club don't come out of it too well with failing to back up examples of what they claimed they were doing.EG: discussing inappropriate behaviour in the programme.
Stewards on minimum wage aren't going to be too keen on either ejecting fans or searching them

In my days as the Stadium Licence Holder the stewards did not eject supporters. It was the Response Team that did that, in order for the full compliment of stewards to be active at all times. Over 2 years I only banned with the Safety Officer about half a dozen, one person for anti- social behaviour at an away match.

Do either of these responsibilities lie with stewards? They don’t have the power to eject fans and are they trained to search bags/a person? I doubt it.
At all other events it’s security who do that while stewards check tickets/offer directions/answer questions/radio relevant authorities when dealing with issues above their pay grade/job description.
