Yes, it's standard practice for the FA to release such documents. They have done so for a fair few years.

The FA Committee findings are available on the FA site. The reference to the IRA was not relevant to the charge. The charge relates solely to the stuff about the Pope. It's worth a read. I'm no fan of plastic pitches, but considering we won't be challenging for promotion anytime soon and not much football has been played on the grass one we have in recent years, I think it's madness not to give serious consideration to having one installed.
